RoadKing Alert: Union Cuts Supply to Dangote Refinery — Fuel Transport Sector Braces

Tensions have escalated in Nigeria’s downstream oil sector as PENGASSAN, the Petroleum and Natural Gas Senior Staff Association of Nigeria, has ordered an immediate halt to both crude and gas supplies to the Dangote Petroleum Refinery.

What triggered it?

  • The union claims Dangote terminated ~800 Nigerian workers purportedly for unionizing, and replaced them with foreign nationals, mainly from India.  
  • PENGASSAN says it has directed branches across oil firms to shut valves, stop vessel loadings destined for the refinery, and suspend gas supply.  
  • Dangote turned around and pointed to the layoffs as part of a corporate reorganization, citing safety, productivity, and alleged sabotage.

  • Fuel logistics disruption: With crude and gas supply cut, the refinery’s output may decline or halt, compelling marketers to source fuel from further away, raising transport costs and increasing strain on tanker fleets and highways.
  • Price shocks: Reduced domestic supply could push marketers to import more refined products, typically priced in dollars, an inflationary pressure that will ripple to transport fares and haulage costs.
  • Tanker driver risks: If fuel becomes scarce, tanker operators may compete or rush supply chains, elevating risks of road accidents, overloading, or unsafe practices.
  • Pressure on supply routes: Long-haul tanker routes from ports or export terminals may see surges in traffic, wear on road corridors, and tension at chokepoints and check-points.

Latest development

In a turn of events, the Dangote Refinery has resumed petrol sales in naira after the brief suspension triggered by supply constraints. 

This reversal may be linked to government or mediating intervention, or to a partial resumption of supplies. But the underlying labor dispute remains unresolved.
